The Fall Festival will include a petting zoo, pony rides, pumpkin decorating, face painting and vendors. A costume parade for children, 12-years-old and younger, will begin at 2 p.m. in front of Capital One Plaza. A chili and chowder contest will also take place in conjunction with the festival.
